Job Description

ISN is actively seeking an experienced Child Welfare Specialist to support the U.S. Department of Homeland Security (DHS) Office of Health Security (OHS). The child welfare specialists will provide support to strengthen the care and protection of children in custody of the DHS between the time of encounter and transfer to a long-term care facility (generally the first 72 hours post-encounter). Specific tasks for this role may include but not limited to the following:
* Serve as the main point of contact for facility staff for all matters related to child well-being and be autonomous in daily activities.
* Be on call within each facility throughout their shift to provide support through professional
opinions, technical expertise, and technical assistance regarding child well-being and trauma informed care to DHS staff.
* Primarily serve in USBP Central Processing Centers (CPCs). May be deployed to USBP Stations as required based on operational realities as well.
* Independently observe the physical environment, interactions between individuals, and verbal and nonverbal cues related to assessing child wellbeing concerns.
* Proactively propose solutions which leverage existing services and coordinate among requisite facility staff when a child well-being concern is identified. Participate in immediate interventions and case management activities as necessary to support a child's well-being.
* In situations where immediate interventions or case management activities would require approval or discussion with USBP, seek out the federal facility point of contact to address and/or recommend action.
* Support USBP Supervisors, Agents, Medical Staff, and Caregivers in making decisions around the care for children who are experiencing current and/or ongoing medical, psychological, physical limitations, developmental, behavioral or safety needs that require frequent attention or close monitoring.
* Serve as a resource by advising and supporting facility decision making involving complex child well-being concerns (i.e. family separation decisions, isolation measures).
* Assist in the documentation and information transfer for individual cases due to the complex requirements for HHS placements of children with special needs, and for other downstream partners.
* Support Officers and Agents with communicating child well-being concerns to HHS ORR, NGOs, and other partners to expedite transfer.
* Coordinate referral of children to community behavioral or physical health providers, if necessary. Coordinate with state/local medical systems to support transfer of custody at hospitals.
* Serve as a daily resource to facility staff through emphasizing a child's identified psychosocial needs and providing direct care to children in crisis.
* Engage with children proactively to support their well-being including identification of children in distress or children at risk of distress.
* De-escalate a child or parent experiencing emergent behavioral or emotional distress and coordinate resources to intervene in emergent medical distress.
* Work with Agents to provide thorough and easily understood guidance to children and families, who may speak different languages and dialects with varying literacy, to increase children's understanding of what is happening to them and why.
* Share facility-specific considerations with CWB Lead Specialist to interpret requirements for "child-friendly" and "child-appropriate" resources mandated by DHS policy or federal regulation, such as signage and food.
* Provide brief, ongoing education during musters and provide facility staff requested tools to respond to specific situations with children, highlight success stories, and provide other insights into culturally sensitive care.
* Escalate information to CWB Lead Specialist to support coordination with USBP on Sector specific needs related to child well-being.
* Communicate with facility staff as deemed appropriate and necessary by CWB Lead Specialist on updates to Sector-specific needs and resources.
* Direct all suggestions for formal protocol development and formal process improvement to the CWB Lead Specialist with awareness that any enhancements must not increase time in custody (TIC) and must be in alignment with Sector and facility leadership.
* If requested, periodic review of current plans, policies, protocols, and standards to promote the implementation of best practices in the trauma informed engagement of children, including application of recent guidance from child wellbeing organizations and medical societies such as the American Academy of Pediatrics.
* Proactively identify opportunities for continuous improvement and share with CWB Lead Specialist.
* Implement any proposed child trauma-reducing interventions once approval is received from DHS leadership.

Qualifications

Active DHS clearance or ability to obtain clearance.
US Citizenship is required (required by the federal government for this position)
Possess a masters or doctoral degree in behavioral health;
Hold a full, current, and unrestricted license in one of the following or equivalent:
* Social Worker (LCSW or LICSW)
* Licensed Marriage and Family Therapist (LMFT)
* Licensed Professional Counselor (LPC)
* Doctor level prepared psychologists (LP)
2+ years' work experience post-full licensure including work experience in child development, culturally competent and trauma-centered care, and performing evaluations in direct engagement with children and their families, with experience in a clinical or immigration setting strongly preferred
Bilingual, with Spanish and creole/French strongly preferred
Have experience working in a multidisciplinary team-based environment

Experience:

Possess a masters or doctoral degree in behavioral health;
Hold a full, current, and unrestricted license in one of the following or equivalent:
* Social Worker (LCSW or LICSW)
* Licensed Marriage and Family Therapist (LMFT)
* Licensed Professional Counselor (LPC)
* Doctor level prepared psychologists (LP)
2+ years' work experience post-full licensure including work experience in child development, culturally competent and trauma-centered care, and performing evaluations in direct engagement with children and their families, with experience in a clinical or immigration setting strongly preferred
Have experience working in a multidisciplinary team-based environment

Education:

Masters or Doctoral degree in behavioral health.

Additional Requirements:

Available to work flexible hours, including nights and weekends.
Position is required to work 12 hour shift work.
Travel is required for this position.
Position is considered Essential; required to report and work during emergencies or crises, including inclement weather, natural and man-made disasters, etc.
Strong MS Office skills to include Word, Excel, and Teams.
